Long-stay visa (National visa, D visa)
Third-country nationals who wish to stay in Luxembourg for more than 90 days or carry out a paid activity (even for less than 90 days) must apply for a long stay visa (D). Third-country nationals subject to a visa obligation who wish to join a member of their family who is an EU citizen or from a country treated as such, must also apply for a long stay visa (D). If they do not require a visa, third-country nationals may enter Luxembourg with their residence permit and passport. If the third-country national has a valid residence permit for family members of an EU citizen or a valid residence permit issued by another EU Member State, a visa is not necessary. The third-country national must nevertheless have a temporary authorisation to stay.
Before submitting an application for a visa, the applicant must apply for a temporary authorisation to stay at the General Department of Immigration of the Luxembourg Ministry of Home Affairs (ministère des Affaires intérieures).

Where to apply
Applicants from all nationalities can apply for a long-stay visa at the Consular Section of the Embassy of Luxembourg in Moscow.
When to apply
The Consular Section can only be attended by appointment during opening hours:
Monday-Tuesday: 10.00 - 12.00 a.m.
Wednesday: closed
Thursday-Friday: 10.00 - 12.00 a.m.
Applications may be submitted no earlier than six months and no later than 15 days before the start of the planned trip.
Please bear in mind that making an appointment can take a considerable amount of time.
Only duly completed requests are processed, which can take up to 10 days.
How to apply
All the required documents should be submitted without perforated pockets, staples or paper clips and printed on one side only. A separate file must be prepared for each applicant (including minors). Unless otherwise stated, original documents and translations (in either French, German or English) are not required. Screenshots and photos of documents are not accepted.

If necessary, the Consular Section has the right to request additional documents that are not included in the above list, as well as to invite the applicant for an individual interview. The applicant is therefore aware that the submission of the above documents does not automatically guarantee the issue of a visa. The Consular Section is not liable for financial loss due to delays or unsuccessful applications.
The long-stay visa (D) application can also be sent by post (any postal service) to the Consular Section for deposit on the day of the appointment or delivered by a third party (making an appointment is compulsory) on the day/hour of the appointment (no power of attorney required). Applicants must also arrange for the return of their passport once the Consular Section has confirmed that it is ready for collection.
The Consular Section notifies the applicant by telephone (at the number provided by the applicant in the application form) or email that the response is ready and that the passport can be collected.
Visa fees
Applicants shall pay a consular fee of €50 (regardless of age) in cash in euros while submitting the documents at the Consular Section. Payment of the fee does not guarantee the issuance of a visa. Visa fees are non-refundable.
