Consular services
The Consular Section of the Embassy of Luxembourg is at your disposal for any consular matter on Monday, Tuesday, Thursday and Friday between 10.00 and 12.00 (closed on Wednesdays). Please note that the Consular Section can only be attended by appointment.

Travelling to Luxembourg
The conditions to enter and stay in Luxembourg do not only depend on the length of the planned stay and the country of residence, but also on the country of origin of the foreign national who is making the request.
- List of countries whose citizens require a visa
- List of countries whose citizens are exempted from the visa requirement
- List of non-EU countries having a visa facilitation agreement with the EU
To apply for a visa, you need a valid passport that is valid for at least 3 months beyond the expiry date of the visa you are applying for. However, if the applicant's passport is due to expire in less than 6 months, it is advisable to apply for renewal before entering Luxembourg.
Depending on the reason for their visit, applicants subject to visa requirements will need:
1. either an airport transit visa (A visa) to cross the international zone at airports, but which does not allow entry into Schengen countries
2. a short-stay visa (Schengen visa, C visa) to transit through or stay in the Schengen area for a continuous or interrupted period of no more than 90 days within each 180-day period for the purposes of tourist or family visits, business trips, etc.
Any resident of the Russian Federation can submit an application for a short-stay visa (Schengen visa, C visa) to the Consular Section in Moscow.
3. or a long-stay visa (National visa, D visa) for holders of a temporary authorisation to stay.
For long-stay visa applications (national visa, type D visa), regardless of nationality or country of residence, applicants can contact the Consular Section in Moscow.
Services to Luxembourg nationals
Any specific queries including requests for passports/identity cards applications and legalisations require prior appointment. For further information, please contact the Consular Section.
Luxembourg nationals may apply for a passport or identity card at the Consular Section. Please allow up to one and a half months to receive your documents.
The Consular Section performs two types of legalisations:
1. Certified copy: The Consular Section can certify the copy of a document issued by Luxembourg authorities by affixing a stamp and signature. The original document may be sent by post or presented in person. This procedure is free of charge.
2. Signature legalisation: Luxembourg nationals may have their signature legalised by the Consular Section. The procedure must be done in person. The cost is €20 for each signature to be legalised, to be paid in cash.
The Consular Section cannot issue legalisations and apostilles of signatures from Luxembourg public authorities. This must be done by the legalisation service of the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade (MAE).
