Short-stay visa (Schengen visa, C visa)
Russian nationals and residents of Russia wishing to visit Luxembourg for a duration of no more than 90 days (short stay) must be in possession of a valid travel document bearing a Schengen visa. It will allow them to stay in the Schengen area for up to 90 days within a 180-day period.
A Schengen visa must be applied for at the consular section of the country the applicant intends to visit or, if the applicant intends to visit several Schengen countries, at the consular section of the country of the applicant's main destination (i.e. the main purpose of the stay or the longest stay). If the applicant intends to visit several Schengen States for the same length of stay, the visa application must be sent to the consular section of the country whose external borders the applicant will cross first when entering the Schengen area.
In other words, if you apply for a visa at the Consular Section of the Embassy of Luxembourg, you are required to visit Luxembourg. Holders of previous Luxembourg visas may therefore be asked to provide proof of previous trips to Luxembourg.
Where to apply
Russian nationals wishing to visit Luxembourg must apply for a visa at the Consular Section of the Embassy of Luxembourg in Moscow.
Holders of non-Russian passports from third countries who are required to apply for a visa for Luxembourg may also contact the Consular Section, provided they are in possession of a valid Russian residence permit. If they are not in possession of such a permit, they must apply in their country of residence or their country of origin.
Applications from nationals residing in neighbouring countries should be addressed to the Luxembourg consular representation in the country concerned:
- For people residing in Armenia: Embassy of the Federal Republic of Germany in Yerevan
- For people residing in Azerbaijan: Embassy of the French Republic in Baku
- For people residing in Belarus: Embassy of the Federal Republic of Germany in Minsk
- For people residing in Kazakhstan: Embassy of Austria in Astana
- For people residing in Georgia: Royal Netherlands Embassy in Tbilisi
- For people residing in Uzbekistan: Embassy of the French Republic in Tashkent
The Consular Section reserves the right to reject an application that does not fall within its territorial jurisdiction.
When to apply
The Consular Section can only be attended by appointment during opening hours:
Monday-Tuesday: 10.00 - 12.00 a.m.
Wednesday: closed
Thursday-Friday: 10.00 - 12.00 a.m.
Applications may be submitted no earlier than six months and no later than 15 days before the start of the planned trip.
Please bear in mind that making an appointment can take a considerable amount of time.
Only duly completed requests are processed, which can take up to 45 days.
How to apply
Once the applicants have verified their eligibility to apply for a Schengen visa at the Consular Section of the Embassy of Luxembourg in Moscow, they should gather the required documents according to their reason of travel.
All the required documents should be submitted without perforated pockets, staples or paper clips and printed on one side only. A separate file must be prepared for each applicant (including minors). Unless otherwise stated, original documents and translations (in either French, German or English) are not required. Screenshots and photos of documents are not accepted.
If necessary, the Consular Section has the right to request additional documents that are not included in the below list, as well as to invite the applicant for an individual interview. The applicant is therefore aware that the submission of the below documents does not automatically guarantee the issue of a visa. The Consular Section is not liable for financial loss due to delays or unsuccessful applications.

During the visa application process, fingerprints will be taken. Applicants under 12 years old or those who have had their fingerprints taken in the last 59 months are exempt, unless the quality is poor, in which case the Consular Section may ask the application to reappear for fingerprinting.
If the fingerprints of applicant are still valid, the application can be sent by post (any postal service) to the Consular Section for deposit on the day of the appointment (making an appointment is compulsory) or delivered by a third party on the day/hour of the appointment (no power of attorney required). Applicants must also arrange for the return of their passport once the Consular Section has confirmed that it is ready for collection.
The Consular Section notifies the applicant by telephone (at the number provided by the applicant in the application form) or email that the response is ready, and that the passport can be collected.
Visa fees
Each applicant needs to pay a consular fee in cash in euros while submitting the documents. Payment of the fee does not guarantee the issuance of a visa. Visa fees are non-refundable.

* Citizens of countries that have concluded visa facilitation agreements (Armenia, Azerbaijan, as well as non-biometric passport holders from Albania, Bosnia and Herzegovina, Georgia, Northern Macedonia, Moldova, Montenegro, Serbia and Ukraine) pay a consular fee of EUR 35, while applicants under 12 years of age from those countries are exempt from paying the consular fee.
