Signature of the Protocol amending the Agreement for the avoidance of double taxation

  On 6 November, the Protocol amending the Agreement for the avoidance of double taxation with respect to taxes on income and on capital between the Grand Duchy of Luxembourg and the Russian Federation was signed on behalf of Luxembourg by Mr. Georges Faber, Ambassador of the Grand Duchy of Luxembourg, and on behalf of Russia by Mr. Alexey Sazanov, Deputy Minister of Finance of the Russian Federation. This Protocol was negotiated following a request from the Russian Federation due to a change in its conventional policy regarding withholding taxes on dividends and interest. It increases the conventional withholding tax rate to 15% but also introduces exceptions to this general rule. The Protocol will enter into force as soon as Luxembourg and Russia have completed their respective legislative procedures, in principle on 1 January 2021.
