Prior appointment is required to submit your documents. Opening hours of the Consular section :

If your fingerprints are still valid, the package of documents can be sent by postal services (of your choice) to the Consulate to be received on the day of your appointment, or delivered by a third person on the date/hour of your appointment (no power of attorney required). You also have to arrange the return delivery of the passport yourself after the call from the Consulate about the readiness of the visa.
A scanned copy of your last Schengen visa must be sent in order to check that your fingerprints are up to date.
Package of documents (strictly without punched pockets, paper clips and staples) filed in the following order (it is necessary to prepare a separate package for each applicant according to the list below).
1) Original of passport valid for at least three months after the intended date of (last) departure from the Schengen area, containing at least two blank pages and issued within the previous ten years.
2) Harmonised visa application form (printed on one side) filled out in English or French and signed by the applicant.[1]
3) One colour photograph in line with ICAO guidelines, glued in the upper right corner of the application form.
4) Business invitation (copy is acceptable) detailing the purpose of the travel issued by a hosting firm or organisation, an office or branch, state or local authority of Luxembourg.
5) Purchased air tickets to and from Luxembourg.
6) Prepaid hotel reservation in Luxembourg for the time of travel (a voucher from the hotel is required, reservations from www.booking.com or other travel aggregators are not accepted).
7) Documents indicating that the applicant possesses sufficient means of subsistence both for the duration of the intended stay and for the return to his country of origin or residence, or for the transit to a third country into which he is certain to be admitted, or that he is in a position to acquire such means lawfully, in accordance with Article 5(1)(c) and (3) of the Schengen Borders Code - certificate by the employer containing information related to salary and position or up-to-date personal bank account statement.
8) Travel medical insurance covering the entire period of intended stay, valid for all Schengen States and covering any expenses which might arise in connection with repatriation for medical reasons, urgency medical attention, emergency hospital treatment or death during the stay. The minimum coverage must be €30.000.
9) A copy of the main page of the passport.
10) Copies of previous Schengen visas for the last 3 years (if any).
11) For Russians citizens, a Copy of the internal passport (issued at the age of 14): pages concerning the applicant's biodata, foreign passport(s) issued to him/her, his/her marital status and the permanent registration stamp - ‘propiska’).
12) For minor applicants: a copy of the birth certificate and a copy of notarized parental consent for travelling abroad (in case of travelling with one of the parents), translation of consent is not required.
13) Consular fee of 80 EUR for each applicant to be paid in cash in euros while submitting the documents at the Consulate.
Application processing time: up to 45 working days.
The Consulate notifies the applicant by telephone (at the number given by the applicant in the application form) that the answer is ready and that the passport can be collected.
If necessary, the Consulate of Luxembourg has the right to request additional documents that are not included in the above list, as well as to invite the applicant for an individual interview. The applicant is therefore aware that the submission of the above documents does not automatically guarantee the issue of a visa.
As per category of traveller:
a) Employees travelling on business:
- Official invitation letter detailing the purpose of the travel issued by a hosting firm or organisation, an office or branch, state or local authority of Luxembourg or organising committees of trade and industrial exhibitions, conferences and symposia to attend meetings, conferences or events connected with trade, industry or work; if no such written request can be obtained, other proof of purpose of stay (e.g. information on participation in conference, entrance ticket to trade fair, business correspondence, programme of the business trip).
- Proof of employment.
b) Self-employed people:
- Written request from a hosting firm or organisation, an office or branch, state or local authority of Luxembourg or organising committees of trade and industrial exhibitions, conferences and symposia to attend meetings, conferences or events connected with trade, industry or work; if no such written request can be obtained, other proof of purpose of stay (e.g. information on participation in conference, entrance ticket to trade fair, business correspondence, programme of the business trip).
- Proof of economic activity (e.g. 2NDFL or 3NDFL form, extract from the trade/fiscal registry or certificate for individual business) or bank statement(s) covering at least three preceding months.
c) Air crews (if in need of a visa):
- Letter from the operating body.
d) Journalists:
- A certificate or other document issued by a professional organisation proving that the person is a qualified journalist.
- Letter from his/her employer stating that the purpose of the journey is to carry out journalistic work
e) Members of official delegations:
- Letter (e.g. verbal note) issued by a competent Russian authority (e.g. MID) confirming that the applicant is a member of its delegation travelling to the Schengen Member State.
- Copy of the official invitation.
f) Participants in official twin city programmes:
- Written request from the head of administration/mayor of the city where the twinning activity is to take place.
- Written request from the head of administration/mayor of the sending city with full details of the participant.
g) Drivers (international cargo and passengers):
- Written request from the Russian national association of carriers (ASMAP or RAS) or the national association of carriers of the Member State stating the purpose, duration and frequency of trips.
h) Members of train, refrigerator and locomotive crews:
- Written request from the competent Russian railway company (OAO-RZD with its branches and OAO "Refservice") or a competent railway company of the Member State stating the purpose, duration and frequency of trips.
(Freelance journalists: proof of journalistic activity (e.g. a press card or work contract) and proof of economic activity/financial means (e.g. 2NDFL or 3NDFL form, excerpt from the trade/fiscal registry, certificate for individual business, bank statement(s) covering at least three preceding months).
i) Other short-term (90/180 days) labourers (if permissible with Schengen visa and relevant national law):
- Letter from the employer, employment contract and/or other document in accordance with the legislation of the Schengen Member State concerned.
