On 14 February 2018, the Deputy Prime-Minister and Minister of Economy, Etienne Schneider, headed the Luxembourg delegation which took part in the 11th session of the Joint Commission on economic cooperation between the Belgo-Luxembourg Economic Union (BLEU) and the Russian Federation in Moscow. Etienne Schneider was accompanied by a commercial delegation of representatives of the Luxembourg Chamber of Commerce. Acting as coordinating institution, the Joint Commission is composed of representatives of the Russian, Belgian and Luxembourg authorities in charge of economic and trade relations in their respective countries.

The discussions in the Joint Commission included strengthening of the cooperation in the field of innovation and identifying synergies in a multitude of economic sectors. In order to consolidate the joint research and development of new technologies, Etienne Schneider and his Russian counterpart, Vice-Prime Minister Dmitry Rogozin agreed to create a "Council on Science and Technology Cooperation" dealing with technologies of environment, mining technologies in extreme conditions and space technologies. During the meeting Etienne Schneider and Dmitry Rogozin agreed on scientific cooperation in the field of space, including aspects related to the extraction and use of natural resources of celestial bodies enrolled in the SpaceResources.lu initiative.

To promote exchanges between the two countries, Etienne Schneider and Dmitry Rogozin also discussed the possibility to restore a direct flight connection between Luxembourg and Moscow. A direct flight would not only meet the needs of many Luxembourg companies active in Russia and vice versa but would also have a positive impact on tourism in both directions.

In the margins of the Joint Commission BLEU-Russia a Memorandum of Understanding was signed between the National Research and Innovation Agency of Luxembourg, Luxinnovation, and the Russian Innovation Center, the Skolkovo Foundation, aiming to strengthen the cooperation in the field of innovation and new technologies.
